Process of establishment of Water Supply Agency

To deal with increasing demand of municipal water, Japanese Government made Water Resources Development Promotion Law and Water Resources Development Corporation Law in 1962, and urgently started developing water resources in urban areas.

 In northern Kyushu ,one of the large urban areas, the Chikugo river was designated as a water resource development river in October 1964 according to Water Resources Development Promotion Law. And then, as Master Plan for Water Resources Development in the Chikugo river system was determined by the cabinet conference in February 1966, development of drinking-water for urban areas in both Fukuoka and Saga Prefecture was done in Egawa Dam ,Terauchi Dam and other dams.

Then, we, two cities and nine towns in the Chikugo basin in southern Fukuoka Prefecture, established Kurume and Wide Area Municipalities (based on Water System Promotion and Arrangement Summary for Wide Area Supply in municipalities by Ministry of General Affairs) in July 1970 and we made Plan for Wide Area Water Utility as one of the most important plans aiming at the guarantee of water supply for all usual domestic purposes.

In fact, the population served by water supply as percent of the total population is 59.6% in this area in March 1970 and itfs very low in comparison of 72.8% , the average ratio of Fukuoka Prefecture. Furthermore, the quality and quantity of water for domestic purposes are instable, so we needed to take action urgently.


 

In order to carry out this plan,

1. make efficient use of city water supply widely

2. avoid overlapping investment by each community

3. efficient disposition and management in each facility 

4. try to introduce financial support from the Government

From these points of view, three cities and four towns in this area including Chikugo city cooperated and established Kurume and Wide Area Water System Agency in October 1971.

 

Outline of our business activity

Southern Fukuoka Water Supply Agency is a group of supplying the treated water for southern Fukuoka Prefecture. This agency, which consists of Kurume city, two cities and four towns, was established as Kurume and Wide Area Water System Agency in October 1971 at first, but it was transformed to Southern Fukuoka Water Supply Agency in October 1989 due to the expansion of water supply.

We started this business in March 1973, and supplied 76,740/day at that time. Then, we began water supply partially in June 1976. Later on, we started 1st.Expansion Project in 1983 according to the expansion of water supply for Omuta city and two towns .Due to this project, we completed the facilities which could supply 93,700/day  max.

Further, we started 2nd Expansion Project to expand the maximum amount of water supply up to 150,400/day in 1989 according to the expansion of water supply for Yame city and two towns and in 1993 we began water supply for these places which newly joined us.

Then we got the permission of the amendment of 2nd Expansion Project telling the maximum amount would be 157,640/day according to the expansion of water supply for Amagi city(merged and called Asakura city at present) and Chikuzen town(seven cities, five towns and a water supply agency at present) in March 2005. Now this project is under construction.
